FFL Revoked After Multiple Repeat Violations Found in Cookeville Pawn Shop

COOKEVILLE -- Documents recently obtained by the Patriot Punk Network show KWIK KASH PAWN of Cookeville, TN had their Federal Firearms License revoked in 2023 following multiple repeat violations found by the ATF. KWIK KASH Pawn is owned and operated by Jackie Farris, the father of pro-gun Sheriff Eddie Farris. Responsible Agents for the FFL include Michael Betcher and Chris Farris (Sheriff Farris's Step-Brother).
Kwik Kash Pawn, located at 42 Cedar Ln in Cookeville, TN has been in business for several decades. In 2008 the FFL licensee was transferred to Jackie Farris. Since that time the Pawn Shop has had 6 inspections, and according to ATF documents, they have had violations in every inspection.
One report states:
"in 2008, 2009, 2011, 2019 and 2021, ATF conducted compliance inspections of Licensee; all of these inspections resulted in thorough review of all cited violations and any proposed corrective actions. ATF memorialized the need for improvement with warning conferences (2008, 2009, 2019 and 2021) and warning letter (2011). In the written follow-up to the warning conferences and in the warning letter, Licensee (through its owner and responsible person(s) was told that “any future violations, either repeat or otherwise, could be viewed as willful and may result in revocation of [his] license.”
The last inspection, which resulted in the revocation of their FFL, occurred in Mid 2022. In this inspection, 3 additional issues were cited in the Notice to Revoke.
• Transferring a firearm to person who would be in violation of state law by purchasing or possessing the firearm.
• Transferring a firearm to someone who lives out of State.
• "willfully fail[ing] to timely and/or accurately record the disposition of firearms."
The report also indicates there were 19 errors in their acquisition and disposition paperwork, up from 9 during the previous period.

Previous violations include another out of State transfer, errors on form 4473 and other issues with A&D.
"During the hearing, Licensee stated that it utilized photo of poster displayed at Walmart showing states where firearms could be transferred, which was not an ATF publication. When asked if Licensee was taking advice from Walmart, responsible person Mr. Betcher stated, 'not anymore.' "
"The results of this investigation warrant warning conference [WC] based on the repeated violations for failure to enter accurate information into the A&D record. The FFL attended warning conference for the same violation in 2021, 2019, 2009 (D10 Lead), and 2008 and the current inspection is recall inspection in which the FFL's quantity of errors for A&D violations increased (9 to 19) representing an error rate of 2.3% to 3.0%. additional violation, not previously cited, indicate WC per the adverse action policy the sale of handgun to an out of state resident. The FFL has processes in place and the ability to comply with the relevant laws and regulations, but has been unable to prevent repeat violations without significant improvement from the warning conference in 2021 but had significant improvement from the WC in 2019."
Statements in the documents even go so far to describe the violations as "willful."
