Recap & Text Extraction from the Phone of Charles “Chuck” Carter
Charles “Chuck” Carter was a known drug dealer and admitted informant in Putnam County, Tennessee, whose actions helped create a deadly pipeline of drugs and exploitation of teenage girls.
He is currently serving a prison sentence for the rape and murder of a 15-year-old Olivia Taylor, but the evidence, his own statements, and multiple survivor interviews make clear that she was not his only victim.
The Patriot Punk Network first published what we had been told about Carter’s relationship with law enforcement in 2023. Though supported by testimony and evidence at the time, the publication was met with skepticism and did not gain much attention within the community.

Carter plead guilty and took a 19 year sentence for his crimes against Olivia. However, due to cited records exemptions by District Attorney Bryant Dunaway, the records for that case could not be released for 1 year after his plea.
District Attorney Bryant Dunaway eventually made the records available for inspection in September of 2025 allowing the Patriot Punk Network to see some of the evidence collected in the case.
During this review it became clear that Olivia Taylor was not the only victim of Charles Carter and that there was certainly enough evidence to warrant more than a 19-year sentence under Tennessee law.
In March of 2026 the Patriot Punk Network published “Left on Read: The Chuck Carter Files” The documentary summarizes the story, including other victims, Carter’s role as an admitted informant, and how local authorities allowed him to operate for years with little to no accountability.

The PDF below is the full text-message extraction from Carter’s phone, obtained directly from the District Attorney’s office. We have done our best to make redactions to protect the teenagers.
NOTES ABOUT THE FILE
– The original file was essentially unredacted. Every labeled redaction and every “#Minor X” label in this version was added by the Patriot Punk Network, after independent verification, to protect minors and other high-school-aged teens.
– Those are the ONLY redactions made other than Chuck’s birthdate which was removed by the DA’s office.
– Messages are in reverse-chronological order and begin on September 11, 2022 when Carter appears to have started using a new phone.
– The file includes regular SMS/MMS text traffic and whatever contact names Carter chose to save, many of them aliases or left blank.
This extraction only covers standard text messages. It does not include Carter’s activity in secure messaging apps like TextNow, TextMe, Snapchat, or similar services, which is where he frequently communicated with minors, including 15-year-old Olivia Taylor.

– Messages are in reverse chronological order, so start on page 373 and read up the document.

BEFORE YOU DIVE IN
– Many contacts are unsaved or saved under aliases, so recurring phone numbers are often more useful than names.
– Carter was a known informant, so some threads may involve drug suppliers, victims, handlers, or other contacts whose identities are still unclear.
– This phone dump came directly from the District Attorney’s office. The protective redactions and #MinorX labels were added later through independent verification, not by the state.
– Just because someone was in contact with Charles Carter does not mean they are guilty of any crime or deserving of any scrutiny.
